Need some help! What to do next

I need some help with some panels i am working on. I sprayed 3 coats of SPI med red let it dry overnight then shot 4 coats of SPI 2100 clear about two weeks ago.I had some issues with peel an a couple of runs. I have been wet sanding to get things smooth again. On one panel I cut through an sharp edge about 6' long and on another I sanded a drip off about the size of a match head. I have most of the surface to 2000 grit. What is the best way to fix these areas? Base color on just the spots then reclear whole panel? If I do reclear will it stick to the 2000 grit surface. I am afraid to buff because I think it will burn through. ( not enough clear left).

Am I going to have adhesion issues with spraying base over spots that still have some clear over the surrounding area? Will the the base grab well to the 600 grit? How long do you let the base dry before clear coats? Do I nred to extend the flash times between each coat of clear?
 
Sometimes you can base over clear where you have gone thru without wrinkling the paint. If it wrinkles you will have to spot prime the affected area. Base should grab just fine with 600 grit. Let base dry as long as you can before clear. After last coat of base i like for it to dry overnight if possible. I realize this isnt for everyone. You shouldn't have to extend flash times between coats of clear. That has alot to do with which activator you use.
 
Just to make sure I have the steps correct
sand with 600-800.
wipe down with 700 w&g remover
spray spi med red base over entire panel or just the burn through
let dry over night
3 coats of 2100 with slow activator with 30-45 min between coats.
cut & buff after 4-5 days drying.
 
A couple things to consider. When you get to base, either spotting in or the whole panel. Its important that on the final coat of base either a blend or the whole panel that you match the gun settings to what you sprayed the rest of the panels with. If you are off on air pressure or fluid for example it can change the shade of the color.

When you coat your base give it a 30 min flash between coats of base, I think that's on the tech sheet but just putting it out there.

As long as you are in the temp window for your clear activator I would stick to a 30 min recoat if doing 3 coats. Ive never used the 2100 clear but I dont remember seeing many people being at a 45 min flash, that is probably too long unless you are out of the temp window to the colder side.
