bumper cover

I will be helping my son replace the bumper cover on his 04 GMC Envoy (Icy driveway mishap, its been a rough winter) when it warms up. This is what I remember reading should be done for prep...
Wash with soap and water (Dawn), scrub with waterborn W&G 701 and scotch bright pad, one coat epoxy as sealer then base/clear. Todays paint does not need flex additive correct?
Am I on the right track here?

First step is to determine if the new cover has primer on it or bare plastic. If it's primer you'll only need to scuff, clean, and seal coat with epoxy before spraying the paint. If it's bare plastic you may need adhesion promoter depending on what kind of plastic it is.

Most plastic parts have a plastic identifier code cast on the backside of the part, post the letters and we can decipher what it is and what you'll need to do.

If you have bare plastic, spray a coat of adhesion promoter first.
It's good for all of them and can only help.

There's a few plastics that don't respond well to adhesion promoter.

If it does not have an oem applied primer on it I would either bake it for 1 hr at 140 or let it set in the hot sun for a minimium of a full day.
