Clear coat peeling

I am working on a 2000 Dodge Dakota Quad cab. The paint on all the horizontal areas needs to be stripped due to clear coat failure but the sides still seem to be in pretty good shape. The plan is to repaint the exterior of the truck.

Should I risk leaving the sides alone, removing the failing paint and then use primer to make sure the feathered edges don't show?

If the paint looks good it can stay, especially on normal re-paint like that. Restoration, something high end, high level. you would strip all the paint anyways. But a normal repaint I would just strip all the bad and feather it out.
Feather it out and epoxy. If no bodywork over the epoxy needed, then two coats of epoxy let it set 24-48 hours and then 2 or 3 coats of build primer directly over the epoxy. Then block/sand. This will help ensure you only have to apply epoxy once.
 
Thanks Chris, that is exactly what I was thinking could be done.
The owner already has way more into this truck than it's worth, and taking the time to strip it all to metal just seemed unnecessary.
It has a couple of small shallow dents on the passenger's side doors but I think I should be able to work them out without any issues.
