You can see that there are some low spots over the wheel openings from the horizon reflection. Do you think I can build it enough with epoxy to try to get those sags out or do I need something that builds more?
Have you laid a straight edge across the low spot to see how deep it is?

Hmmm, have you tried blocking it down or is it down to metal? If it’s down to metal I think you need to work the metal down. Maybe someone smarter than me will chime in.

The simplicity and effectiveness of a paint stick is so over looked.I'd have to skim that and block with a long stiff block and guide coat even if it is factory. Maybe a thick 5gal paint stick from H Depot? Careful not to push on the panel enough to flex it.

Furniture builder friend of mine brought me a sack of exotic wood scraps a few years ago, nice blocks of paudauk and purple heart, very hard and sliced nicely with sharp square edges. One piece is a rectangle abt 4x6in, I use them all the time for blocking.go to a cabinet shop and pick thru their scraps. i have a bunch of wooden blocks .
