Epoxy over steering wheel…

I have a brand new reproduction steering wheel for my 68 c10 (it’s a smaller size than the original one but same style). I am assuming it is made of some type of plastic over the metal frame.

It came painted black and I’m just curious how I should prepare it before laying down some SPI epoxy (then BC/CC). Is some type of adhesion promoter necessary or just knock down the shine with some sandpaper (what grit) and spray?
 
Is there a spot where you can take a sliver of material inconspicuously? If so take a thin sliver and drop it in a glass of water. If it floats you need adhesion promoter, if not it doesn't.
 
I assume there is no problem with using the adhesion promoter if it is not truly needed? I'd rather just err on the side of caution because I don't think there is an ability to remove some of the material. What should I scuff the existing paint up with prior to the adhesion promoter and epoxy?
 
Are you sure it's painted or raw plastic? If painted then clean very well then scuff and refinish . If raw plastic then as Chris instructed.
 
Since the steering wheel is brand new, and your going to spray SPI epoxy on it, then base / clear. I could see it going two ways.

1), sand steering with 600 grit, apply SPI epoxy as a sealer, then base clear coat.

2). sand steering with 180 grit, apply SPI epoxy unreduce that has induced for 4 hours, then sand with 400/600. Spray base/clear
 
Did this a while back with my ‘70 c10 small size replacement wheel. It came painted tan. I scuffed with red scotch pad and then cleaned with waterborne w&g remover then epoxy and base/clear. It has held up very well.

My Mustang wheel is cracked and has some gaps. What should I use for filler? Is this a place to use Adtech P17?
 
I’ve never used Adtech P17 but just looking at its suggested applications I’d say it might work very well to fill gaps and cracks. I would want to know if I should epoxy first because question is which one sticks better to base material?
