Jeep Wrangler floor board surface rust

Looking for some guidance on best approach for the following:

We have a 2000 Wrangler. Front Floor boards have surface rust but is solid and has not broken through. Looking to clean it up and apply a good finish to match the rest of the black floor. Any suggestions?

You'll have to grind to clean metal to see what you have. That will determine how thin it is. Then epoxy and coat. And fix the leak!
 
While media blasting is the best and often easiest way to remove the rust, it isn't always practical on something that isn't completely disassembled, like your Jeep. If blasting isn't an option if I was repairing it, I like the black cookie discs on a die grinder 3M 7460 (bag of 10) are what I have been using. They work very well. I use that in combination with various wire wheels on a cordless drill. Takes a lot longer than media blasting but on something like that Jeep that isn't disassembled it's really the only option.
