Slow reducer or slow activator...or both?

No, I try to adhere to the 30 minute guideline Barry recommends. He makes no mention of waiting longer when using retarder so I don't.
 
If you can touch the clear on the masking and it doesn't create strings, you're right in the ballpark for the next coat. We all paint in different conditions so 30 minutes in AZ will be different than in ME.
