Wet sanding for sealer coat

Having fun learning!
So we are getting ready to put the final sealer, color, and clear on some panels. Wet sanding is the last step before this. All panels are in epoxy primer. The sealer coat will be reduced white epoxy. Tonight we worked on the decklid. We sprayed a guide coat (not dry powder, but spray can), and wet sanded with 400 grit until the guide coat was gone. We then washed the panel and dried it with compressor air. To our surprise and dismay, there were plenty of spots left over that had not been touched by sand paper (orange peel low spots).

Unless you tell me that this is normal and the finished product, which I dont think you will, I am guessing we are not done with this and a second round of guide coat sanding is required.
