I sanded my dash and wiped it down well with a de-greaser then laid down two coats of decent quality rattle can semi-gloss black. Next day I lightly sanded it again with a red abrasive pad and again cleaned it with the de-greaser. It dried for almost two hours and I put on another coat and it immediately wrinkled. This is the same de-greaser I used to paint the car with no problems at all. What did I do wrong?

The 1k rattle can product is probably your problem. Use real paint in your gun and just dial back your gun. If your gun wont fit in a tight spot maybe try to find some of the 2k rattle can stuff.
 
The spray can paint is probably a kind of air-curing synthetic enamel that uses oxygen in the air to cross-link. So all that extra dry time in this instance was not your friend, since the cross-linking had begun. The dash was starting to be solvent resistant, but not so much that it wouldn't absorb solvents from the fresh coat and wrinkle.

If you are determined to use that kind of paint, you have to do all your applications on the same day, or wait a really long time to paint over it again.
Some paint stores will put real auto paint in a spray can for you, if that's how you need to do it.
 
What do the instructions on the can say about re-coating?
Most will advise to the time frame a second coat can be applied.
Also, what type of W&G remover did you use? Generally W&G remover is only used prior to the initial coat, after that the paint bonds to itself.
 
What "de-greaser" are you using? I immediately thought engine :)

Anyway, the other day I was painting a little bracket for a fuse box in my truck. I rattle canned it with one coat, then waited about 30 min and hit it again and it wrinkled immediately. It was cool out, like in the upper 50's low 60's so I blamed that. I waited for the next warm day and painted it again with no issues.
 
The de-greaser was for body work and I used it while painting the car with no issues. However, the temperature was the same as you mentioned. But, I've painted parts in similar temperatures many times with no issues.

I've stripped the dash back to bare metal and re-painted it with the rattle can but put all coats on about 15 minutes apart and no de-greaser. It looks fine.
