Restoring 41 Packard .. stripped down to bare metal but there are some minor rust that won’t sand out and not sure what to do.. it’s like a surface rust .. I will attach photo.. not sure if I can epoxy prime over spots and then bondo fill.. then epoxy over bondo? Any help please!

Looks like a low spot your sander isn’t reaching. Try sanding it by hand or use one of those cup sanders.

simple answer, yes, filler between epoxy layers is the norm now days. you want the bare metal protected. find a way to get the rust off though.
