there's definitely a restriction. You'd never have 15/250 if there wasn't.
I never charged or worked on a Mopar ac, 70's thru 90's GM has a filter screen that's part of the orifice tube and I've seen them clogged nearly solid with aluminum bits. People buy the auto parts store Freon tank with gauge on hose thing & wonder why the low never comes up much when they add gas. Compressor can go boom over a $5 orifice tube.
Yours must have a clogged filter somewhere or defective part. Wish I was close cause now i want to know what's wrong lol. You'll get it ice cold, I have faith. Do you vacuum it down to at least 28-29?
