84 C10 pickup "original" paint "repair"

I would like to fix 100s of rust pits around this truck and some long scratches . Where do I start?

I want to tackle all the rust pits and spots first , then get the original filler and paint (what left) sealed up.
For the rust pits and spots I will sand to bare metal , epoxy prime and then need help on what step to seal up the repair from the elements. I am ok with spot painting these areas until I can treat the full panel at a time. My main concern again is rust pit repairs , lifting and chipping paint. All of the rust is surface rust no major rust through areas.
 
With a 1984 (that's 38 year old paint!) factory paint job you need to realize that it's shot. You need to repaint the entire vehicle. Spot or panel painting won't work.
But it's your car and your project.

So are you planning to keep the original paint with repaired spots like a patina type thing?

Here are some photos. I would like to take care of the rust forming but do not have the need, funds, or want for a full bare metal total paint job at this time. I plan to attack the rust spots with 80grit down to bare metal, then epoxy primer but dont know what type of paint to cover the primer with . The paint also doesnt look to be sealed and I would like to seal up whats there so the damage doesnt continue until I am ready for a full paint job by someone that is more experienced and set up for painting vehicle. I guess I could also fix some of the dents as well. The thing is I dont know when I will be ready for full paint and the rust never sleeps.
 
Once you start, where do you stop? That would be a question to answer honestly.

I remodel old houses and buildings, sometimes when I start I only want to do so much, until I open her up and realize that my conservative approach was only a pipe dream. Then the plan changes to be more realistic.
It can be overwhelming if you let it. Sounds like you have a plan so far but don't be surprised if it changes.
 
The problem repairing only what you can see, is a waste of time. The entire panel has "rust and pits". Do 1-2 panels at a time, correctly. Strip with sanding, razor blades, blasting, or with combinations of those. Get the metal clean and spray 2-3 coats of SPI epoxy. It won't last any other way.
