Adhesion promoter

Hey guys need to respray a plastic piece of of an audi. The back says:

Pc-pet
Bdo-germany
Will this plastic need an adhesion promoter??

Also, does SPI adpro go bad? I still have half a quart leftover from the summer of 2012
