Bumper cover lifting base coat

Hi all and thanks in advance. Any one having problems with Keystone new bumper covers with the base coat lifting?
Been using them for years and no problem, this is my prep:
These are new aftermarket covers primed with solvent primer 1 wash with dawn and water,2 SPI water base w&g, 3 dry,4 gray suff pad,clean agin SPI w&g, 5 dry very good , seal with sealer ,6 let set 1 hr. base with rm Diamont.
Then the lifting will start in a few places??????????
last 3 covers have done this ...............not changed in a few years. Of course my paint salesman has not call me back .

Just to clarify, the base is lifting from the sealer? Sealer lifting from the OEM primer? Or OEM primer lifting from cover leaving bare spot?
 
These are aftermarket covers ,so it is not OEM primer and there primer lifts and wrinkles down to the plastic cover. Just like the base coat is a paint striper . UPDATE was just told that the cover maker primes some with waterborn primer but the sticker on the cover states solvet primer? Thanks MP&C
 
That's the answer I was looking for. Sounds like you need to remove bumper makers primer to be safe.
 
Yeah, that A/M primer is a real crap shoot. I don't think you mentioned the brand of sealer, a good one can sometimes help lock things down.
