Complete newbie requesting help with bumper prep.

My fist post here and of course it's asking for help! I've decided to paint a few panels on my Miata, beginning with the rear bumper. I purchased adpro, epoxy primer, 2K primer and UV clear to go over a PPG DBC base. My question is, what stage am I at with this bumper prep? I had visions of taking it to bare plastic but am wondering if that's necessary. The spider-web damage came out much faster than expected. You can also see some spots where the clear was lifting.

At this point, it feels smoother than I would expect for as rough as it looks. I can't catch a fingernail on any edges. So far I've used just 150 grit Norton Hook & Sand on my Porter Cable buffer, with a little hand-sanding with the same paper. Should I try to get it all black? Mottled like the close-up? Is adhesion promoter even necessary or should I start with the epoxy?

All settled! I came to my senses and got after it with that buffer. It's gray now.

Adhesion promoter is necessary for the bare plastic on your Miata bumper. It should also be cleaned thoroughly with #700 Wax and Grease remover before any coatings are put on it.
