Cut Buff then Rough

I painted my vehicle and cut and buffed,I compounded then polished have not waxed yet. It felt slick as glass then a few weeks later it feels like 2000 grit sandpaper.
 
Sounds like you did not buff out the scratches but filled them with glaze and the glaze will wear off in week or two.
All compounds have glaze as a lubricant but as you go to finer compounds they have more.

Make sure you have a cutting buffing pad to match the 1st cut compound.---WRONG pad is number one cause of this problem and speed the second cause.
Cut back on the compound and on first cut up the speed of buff, slow down as you go to finer compounds and finer pads.

None of the above apply if you do not see your we-sanding scratches showing up.

Re reading this, do you see sand scratches showing up? If not, would be contraction.
If was slick and now died back or now looks like you sprayed it orange peel but did not.
This is only caused by one of two things. Let me know and I will explain.

If so need to know color, how many coats, flash times, speed of reducer, and speed of activator for clear as well as speed of reducer used for clear if so.

Don't wax yet.
Will answer in morning as won't see this til then.
