Shine, I've seen blisters similar to that when metal prep/conditioner wasn't used right but never uniform like that.

O.K. being new here Ill say bc to thick and forced to dry with to much heat.

I've never actually seen solvent pop look like that. When it happens bad in clear it looks a little like soda pop that solidified. This one guy i used to work with would get it a lot in the 1.5 coat Spies Hecker clear. He would invariably run it somewhere and the runs would turn out carbonated looking.
