I am "building" my booth today to start spraying and I am doing this in my two car garage.
I plan on tenting the walls and ceiling with plastic sheets.

The floor of my garage is nasty. Are there any issues with putting the plastic sheeting on the ground?
Or would rolling out paper be better?

No matter which you use it will be much better than nothing.
I would choose plastic over paper, paper always seems to have "paper dust".
Use a heavier plastic, or cut a bunch of 2" square holes in it and tape down with down with some Good duct tape.
Once the "floor" gets some overspray on it your shoes will like to stick to it, no sense letting the $.69 plastic stick to your shoe and ruin your day.

Btw, I prefer gorilla tape for duct tape, more money but imho it is far superior tape.
 
Zipwall poles are a great product for temporary plastic "walls" I use them constantly on the job.
 
I used plastic in this situation about 8 years ago, because working on the automatic transmission I had an assident (yea spelled it right) and spilled some trans-fluid on the cement about two gallons worth, there is nothing worse for fish-eyes then auto trans fluid, so covered in plastic after I purple powered the floor and pressure washed.
Worked out good except I about broke my rear end I don't know how many times slipping on that stuff.
