How do I know I scuffed enough

I have brand new PPG base and clear on a project and want to spray a different color stripe on top. I used a maroon colored scotch brite pad on the paint and don't see very big scratches. How do I know if I have the paint scuffed enough to get the adhesion right for the new base coat/clear coat? Some of the exisiting paint still has a little gloss to it. Any word of advice?

You should have no more gloss basically.
A maroon pad is to coarse to base over usually.
You might want to go over that with some 600 to 800 paper
to be safe.
 
I went over everything with some 400 and the gloss is gone. I am going to shoot base and clear over the existing base and clear- 400 isnt too rough is it? I dont seem to remember ever sanding with anything finer than 400 last time.
 
as jcclark said, it would be better to sand a little more with 600-800 grit. less chance of sand scratches showing thru. personally, I never shoot over anything coarser than 600.
 
What color? You will usually be alright using maroon scuff pads on most solid colors, metalics need a finer scratch like a grey scotchbrite or 600 grit.
 
I am shooting a plain red base coat (at least two coats) with two to three coats of universal clear on top. I think I will be ok with 400 but what do you think? This is not a high hloss type of project as it is over fabric.
