Plastic bumper waxy

Started prepping the front bumper of a Toyota today. Plastic bumper, material TSOP (Toyota super olefine polmer) according to the repair manual.

Bumper is painted, got hit in an accident causing paint to crack. Want to sand off all paint in the damaged area, scuff up the rest and re-paint. So removed the paint yesterday, only to find the plastic is verry soft (can scrape with my fingernail) and seems verry waxy.

Painted plastics before, but never encountered this problem. How can I best prep and paint this bumper?

Uhhhh do not use solvent base wax and grease remover..... did use it, so figure that's one of the reasons it got soft. I'll leave the bumper for a few days, so all the solvent gen eveporate, than re-sand and follow the instructions from the link you posted.
 
What I would do since you may have used a solvent base is scrub bumper with dawn and a gray scuff pad, then go over it with the gray pad and something like scuff and stuff or sand prep and rinse with water, hour in sun is all you will need after that.

ALSO no sand paper should be used the sand paper is the gray scuff pad, only. (burring)
