Repainting the white in an emblem

Good morning all, hope you had a wonderful Christmas!
I'm working on a 69 SS Camaro (clone, not a re-creation haha) and the white is flaking out of the emblems. of course the emblems are old, so no use trying to return them, but still in the box. The 427 hood emblems on my 69 Corvette also are flaking... not wanting to trough good money after bad, buying new ones, has anyone had any success repainting the white inside?
What I’m seeing is they put the white paint over the shinny chrome and it doesn't stick. I was thinking of trying to scuff it in there as best i can, use some SPI epoxy and then paint?? any help would be appreciated! also, what paint would you use? that's a WHITE white...

I have refinished motorcycle emblems with that same problem.
After removing the paint with some paint remover, I used a new wood pencil w/ eraser and some valve lapping compound.
Put a dab of compound on the eraser and scrubbed the area needing paint.
Works great , is fast , and I had the stuff laying around the house.
 
That sounds like a good way to get in there and sand it. did you use paint or fingernail polish?
