Sand down or apply filler?

Here's what I did over the weekend in repairing a small section:
  1. Prepped metal and applied epoxy by brush;
  2. Waited 24 hours and did my filler work;
  3. Sealed filler by brushing two light coats of epoxy (this is a very slow going restoration and the entire car will be scuffed, primed with high build, and blocked at some point down the road).
I noticed a slight low spot after I applied my sealer coat over the filler yesterday. Do I sand the epoxy off to fix it or just add more filler on top of the sealer coat?
