sanding universal and respraying more clear

Got more trash than i like in this bumper cover I sprayed with universal today at 5pm. How long should I wait if I decide to sand it up with 1000 and re-clear (or re-base) if needed? How long should i wait after I have sanded it open to apply more base (light coat or two) and then re-clear? Just wanna make sure I am not opening a can of worms for myself. I also have very small fish eyes (about three).

The next day is fine. Give it plenty of flash time between coats of base to avoid any lifting problems-the solvent needs to evap out. If you catalyzed your base that's also a major plus for repair-ability. Using SPI reducer in the base is also a good idea-some of the reducers out there sold by the major brands are extremely hot and will cause lifting problems. You won't have problems I would bet.
