surface contamination and epoxy problem

Hi Guys
I shot SPI epoxy for first time yesterday. I got some horrible fish eyes (more like a whole school of fish.... eyes) on a couple locations on my fender. Because it was limited to certain locations, I assume it was surface contamination (and not a air filter problem). I had scuffed the ECoat on this new fender and wiped it down with SPI Water Base Oil and Grease remover. Any thoughts on what could cause the epoxy to do this? See photo of craters after spraying over epoxy primer with SPI Regular Primer (and before any sanding).

I ended up wiping down epoxy with solvent based Oil and Grease remover and then shooting a couple coats of SPI Regular Pimer. Dried overnight and blocked this morning. Was able to make all the craters disappear so I painted the fender today. Universal Clear was great - but the bugs really like the smell. (I need a booth).
