Truck frame rust removal/sealing

My brother wants to prevent further rust/scale on his 92 Chevy pickup frame. He plans on attacking the loose rust with a needle scaler and some grinders. He was considering trying a mix of wax toilet rings and oil mix recipe to spray and seal over the rust. I think it would have to be done each year for it to continue to work. The idea is the oil will penetrate and stop or slow down the rust, and the wax will coat the metal. I guess this is a popular formula for guys in rust-belt areas on older trucks. I realize the right way is to pull the truck bed and thoroughly sand blast and epoxy, but that procedure wouldn't be practical for an older truck like this. How well would epoxy perform over surface rust on a frame?...is he better off with the oil and wax mixture? Thanks guys!
 
I have seen several recipes for this wax/oil coating. But the main ingredients include typically a paraffin wax, a solvent and oil.
