What to use inside the gas tank mount? Rust.

I've just removed a trunk floor so I have clear access to the inside of the gas tank mounting channels. I have the spot welds all cleaned off. Blasting is not an option. I will need to spot weld the new panels to the channel flanges. I'd like to coat the inside of the channel to address the rust. What would you guys use for this? Maybe wire wheel an loose stuff and Ospho it in the channel. And how about using weld through primer just on the flange area? Pic below.
Any help would be greatly appreciated.

Ok, I've disc ground the flange areas that will be spot welded. I'm thinking of just putting some masking tape over the flanges to keep them clean. Then wire wheel the center part, clean off with some wax and grease, ospho the center and let dry, then some paint for extra measure. Then I would remove the tape and spray some Weld Thu Primer on the flanges.
Opinions ??
Also, on the bottom of the trunk panel that will be on top of this channel. Should that area (about 4" wide) just be hit with some 80 grit and some weld thru primer ?? It will closed up once welded.

The correct way would be to sandblast it so its hard to offer other suggestions.
Clean it up as best you can and treat it with Ospho. Once the rust is converted (black) put another coat on and while it is still wet wash it thoroughly with soap and water. Rinse it and let it dry completely before brushing on couple of coats of epoxy.
You can use weld through primer on the flange areas.
 
Sounds good. Hope to be doing it on wednesday. I'm going to do the flanges as well then mark where the spot welds will be and touch that area with the disc sander. Then a quick shot of weld thru right in that spot. I figure the more rust proofing the better. Thanks for the reply.
