Hey guys, I just had to touch up some areas that needed more base coverage today. The car was painted 24 hours ago. When can I start to clear?? I guess I need to wait for the touch up areas to dry??

According to "The Perfect Paint Job"( https://www.southernpolyurethanes.com/perfectpaintjob ), where it says to let the basecoat sit overnight, the time is NOW if you did your touch-ups yesterday! :) If you touched up this morning, let the basecoat sit until tomorrow. I've shot clear on the same day, but you run the risk of trapping solvents under the clear, which can cause solvent pop.

The touch up areas have been sprayed an hour ago
I would clear it tomorrow, but some of the production painters here may have specific techniques, or specific instruction based on what basecoat and SPI clear you are using..

Thanks guys. I have another problem now lol. Didn’t realize compressor was tripped ( off). I was spraying and caught it too late. Now I have crazy runs on the fender. How can I correct this??

Runs in clear can be fixed. Takes a lot of time and patience but it amazes me what can be saved and look good.
The clear has to be totally dry. I'd guess a minimum of a week with UC and that is with getting some sun on it.
Here is a video I shot of fixing runs if you are interested:
