75 Trans Am Filler panel

I working on a 75 Trans Am and need some advice on painting the front bumper filler. When I got the car, it had been painted but needed reassembled. The filler piece between the bumper and grille was painted and installed but the paint was all bubbled up. It was also very brittle and broke in little pieces when touched. When it showed up it too looked like the primer was also bubbling up on it. The only thing on the back is "PUR" and "Made by Phillip 66 subsidiary" My question is, has anyone ever painted something like this. I figure I need to get primer off and start at the bottom and work up but would like some recommendations on the steps to do so. Thanks for any advice!!
 
Sand all the primer off and start building it up with epoxy, one coat at a time with lots of flash time. I'd do it in epoxy only, three coats over three days, sand smooth with 180, then 3 more coats over three more days. If you need to compress the time frame you can use some time in the sun to chase out the solvents.
 
Ok just went out to start on it and I may be wrong about the primer. I tried to sand a corner with 220 and it acted funny. It didnt powder any when it was sanded and just kinda scratched it. Looking closer it is almost like it has a skin on it that is bubbling up. Could this be? I tried to get a picture of it, but was tough to capture.

 
Just a quick update. The piece had started separating and the bubble was actually the "skin" separating from the panel. We sent the part back and they sent a new one that wasnt damaged! Thanks for all the advice!
