I working on a 75 Trans Am and need some advice on painting the front bumper filler. When I got the car, it had been painted but needed reassembled. The filler piece between the bumper and grille was painted and installed but the paint was all bubbled up. It was also very brittle and broke in little pieces when touched. I ordered a new piece from Ames. https://secure.amesperf.com/qilan/D...37L&order_number_e=MzIyNjIyNg==

When it showed up it too looked like the primer was also bubbling up on it. The only thing on the back is "PUR" and "Made by Phillip 66 subsidiary" My question is, has anyone ever painted something like this. I figure I need to get primer off and start at the bottom and work up but would like some recommendations on the steps to do so. Thanks for any advice!!
