The reason you want to sand about 90% off is because you don’t want excessive mil build. This can cause a lot of problems later on down the road. You’re only wanting to fill the low areas.
You’re probably seeing so much epoxy breakthrough because your panel wasn’t truly blocked flat with epoxy. If it were there’d have been no point to using poly.
You might be over sanding as well. As soon as you start to see breakthrough you need to stop.
