Epoxy over etched primer

I have a old set of rally wheels that I have just purchased. It looks as if they have been recently primed with Refinisher's Select RS1001 (light green colored) from Western Automotive Finishes. (Is this Sherwin-Williams?) Do I have to remove this primer before I can spray them with SPI Epoxy Primer or can it go on top? How would you do it? Thanks!
 
I'd remove it. Wash thinner will get most of it, then sanding, or what we would most likely do is media blast them briefly to clean them up.

Thanks Bob. I will remove it and do like crash advises. Wash thinner first then put them in my blast cabinet. I just didn't know if it would be best to strip or spray on top.
