How to blend repair these two spots

Hey guys, i noticed a small chip on the drivers rocker panel and some sort of speckling that wouldnt sand out on the passenger side forward area. I basically know how to fix an area on a car that has breaks in the body but this is one continuos body. Here are pics of the damage and the overall spot where they are. Can i sand out arond the areas, blend in color and clear cutting into the sanded body and finish sand to buff?
I have already buffed most of the car out before i noticed these spots
 
It's time consuming to line out the repair procedure for spotting stuff in and it has been covered here on the forums. If I have time I might search for the thread. I know Barry has written up a procedure on it before. Try searching the forums and I'll get back here when time allows.

What was the speckling and what caused it to vanish ?
(And if you have time, maybe a quick outline of Barrys procedure to repair the chips) Thanks
 
The speckling was just moisture that had risen to the top layer of clear. Just had ti sand it out with 1500. It all disappeared.
The chip repair is just like any other.
Build up the chip with unreduced base and overbuild with clear walking away for an hour after esch dab of color and clear. Then sand very lightly until clesr is level with rest of surrounding body
