How to repair this ?

How would I go about repairing this other than just replacing the complete cover?

Will it push back out with help from a heat gun?

Yeah, it will come out with heat. The longer it's been that way, the harder it will be to repair. You can shrink and lower the high ridge around the dent after you pop it out by heating, pushing, and quenching. I wear gloves, and use a large screwdriver handle to massage or poke around areas that need work while the plastic is hot. Eliminating the high areas is the key to a good repair, just like with metal.
 
I like to heat soak the complete area with a heat lamp then work it with gloves on then quench with a water hose. The bumper recyclers put the complete bumper in a tank of really hot water and they return to their natural shape-I've been told.
 
I don't know why, but the method that Bob describes seems to work best for me when I have the time for the heat lamp. I think it has something to do with the fact that you are heating well past the damaged area.
