question on the process of applying epoxy to metal/primed areas

My car currently has an epoxy primer on it. I tested with some lacquer thinner and nothing came off. If i were to sand an area to bare metal to weld, what is the process of applying the spi epoxy primer? Do i need to treat the bare metal with something? Do i need to treat the primed areas with something? thanks!
 
The primed area immediately surrounding the weld will need to come off becasue it will be damaged by the heat of welding. Feather these edges by sanding up to 180.

After welding and grinding, I usually use my spot blaster to make a nice profile and eliminate any welding soot. After blowing off the sand, I wipe down the area with SPI 700 and after 30 minutes I spray epoxy.

If i dont have a spot blaster, is there anything else i should do? Is spi 700 the wax/grease remover?

Wire brush or wire wheel.
