Want to repaint welding table?

This is not major project so I will be using spray cans. My dad purchased a Miller tig 180 the other day as well as a harbor freight welding cart for it to sit on. My dad hates the color black because, well for a number of reasons. Mainly because it shows dirt, not the point here. I believe the cart is powder coated. Now I don't want to do a major job here, like sanding the whole thing down to bare metal. I just want to prime it with a good primer and then spray some miller blue on it. But I don't want the paint to rub off in a few days or so. So should I just sand the cart with 220 then use some Rustoleum primer?
 
If you haven't already bought the paint, I've had good luck with the Rustoleum 2X and Krylon Dual in rattle cans. They have primer and finish coat in one can and it covers a whole lot better than the finish coat alone. I did what Shine suggested on a really cheap friction slide Craftsman tool chest that had some rust issues. One coat of Krylon Dual Banner Red did the job.
