Wet sanding 600 for sealer ?

This may be a silly question, but I stopped on this cover back in December and now I'm trying to finish it. The epoxy was prior sanded with 400 dry. I have cleaned the panel, guide coated it with a white guide coat and now I'm wet sanding in 600. When it dries it looks as if it's not sanded thoroughly (uniform) so I did it again and got the same look.. When I clean it and it dries, it still looks the same way. It could be that the epoxy is fully cured and some areas are sanded more than the others. I'm not sure. Maybe I should hit it with a red scuff pad, then clean, then wet sand with 600? What do you guys think? Thanks for the help. I hope to finish this thing in the next few weeks.





Here is the white powder guide coat while wet sanding. I have already sanded the hinge area.
